The current creates a voltage gradient across the water, a difference in electrical potential between two points in the water, that can cause a swimmer to become paralyzed and unable to stay afloat, often while appearing to be swimming normally to bystanders. ESD events are frequently fatal and often misattributed to other causes at the scene. The consistent finding in post-accident investigations is that proper bonding and GFCI protection would have prevented the death.
Connecticut's adopted electrical code addresses these hazards through two primary mechanisms: equipotential bonding, which connects all metal components in and around the pool into a single bonded grid that eliminates voltage differences between them, and ground fault circuit interrupter protection on circuits that supply power to equipment near the pool. Both requirements are specific, technical, and require installation by a licensed electrician to be done correctly.
Pool Bonding: What It Is and What Must Be Connected
Equipotential bonding, commonly called pool bonding, involves connecting all metal components within a specified zone around the pool into a continuous conductive grid using a copper bonding conductor. The goal is to ensure that no two metal surfaces within reach of a person in or near the pool have a measurable voltage difference between them. If there is no voltage difference, current cannot flow between those surfaces through a person's body.
The components that must be bonded in a residential swimming pool installation include: the pool's metal shell or reinforcing steel (rebar) if it is a concrete pool; all metal fittings, pipes, and equipment including the pump motor, filter housing, and heater; the grounding terminal of the pump's junction box; any metal handrails, ladders, or other pool appurtenances within the bonded zone; and metal equipment within five feet of the pool water's edge. Above-ground pools with resin or plastic frames may be exempt from some bonding requirements, but their pump motors and associated metal fittings are not.
Proper bonding is invisible once installed, the bonding conductor is routed through conduit or buried in the deck or ground and connects to bonding lugs on each piece of equipment. A homeowner cannot inspect bonding visually during normal use. What they can do is have the bonding system inspected and tested by a licensed electrician at installation and periodically thereafter. GFCI Protection for Outdoor and Pool Circuits

For pool-specific circuits, the code adds more specific requirements: all receptacles within 20 feet of the pool water's edge must be GFCI-protected, and the pool pump circuit must be protected by GFCI as well.
GFCI protection works by continuously monitoring the current flowing through a circuit. When a ground fault occurs, current leaking to ground through an unintended path, such as through a person, the GFCI detects the imbalance within a few milliseconds and trips the circuit, cutting off power before the current level rises to a level that can cause cardiac fibrillation. At the 5-milliamp Class A GFCI threshold now specified in NEC 2026, this protection happens faster and at a lower current level than earlier GFCI standards required.
Pool pump GFCI protection is particularly important because the pump motor's electrical connections are often in or near the pool equipment pad, close to water, in a wet environment. A pump motor with damaged insulation or a fault condition in the wiring can introduce current into the bonded pool system, exactly the scenario that pool bonding and GFCI protection together are designed to interrupt.
